COURSE BACKGROUND
Faced with climate change and variability, stakeholders in development need to address in an integrated way the concerns, which are common to both the fields of adaptation and disaster risk management. In doing so, some key priorities for sustainable development can be identified. Simply reducing the uncertainty of climate projections cannot fully support adaption without strongly appreciating the global trends of population increase and its associated land and water use changes. Being forced to embrace uncertainty and complexity, stakeholders urgently need to develop effective strategies for change processes that affect communities, organisations and institutions. To address these issues, in partnership with the Centre for Development Innovation (CDI), Wageningen UR, ADPC is pleased to announce the special training course on managing risk in the face of climate change from 28 March to 8 April 2016. Wageningen University of Netherlands and the DLO foundation.

COURSE OBJECTIVE

This course aims to enhance the capacity of stakeholders in development for adapting to changing climate-related hazards and improving resilience and disaster preparedness through:

  • Establishing linkages between impact of climate change and climate-related disaster risk
  • Assessing disaster risk and vulnerability related to climate-related disaster, climate change and climate variability
  • Familiarizing with national disaster management plans, national adaptation plans and development plans, and determining interface and synergy points
  • Determining resilience and adaptive capacity level of people
  • Applying the understanding of risk perception, complexities and uncertainties issues faced on the ground to enhance the design of practical adaptation plans
  • Pulling together key tools, resources and partnerships for enhanced adaption planning
  • Utilizing scientific information to develop appropriate and innovative integrated DRM and CCA strategies to reduce risks
  • Establishing appropriate ways to overcome potential barriers to adaptive action

COURSE CURRICULUM

Conducted over a period of ten (10) days, the course is divided into seven modules:

Module 1: Fundamentals of Climate Change Adaptation (CCA)

  • Overview of Climate Change Adaptation (CCA) and Disaster Risk Management (DRM) and their Contributions to Sustainable Development
  • Global and Regional Approaches to CCA and DRM
  • Overview of Climate Change and the Fundamentals of Climate Change Science (Basic Concepts and Terminologies in CCA)
  • Projected Climate Change Impacts on Selected Sectors with Special Lecture on IPCC AR4
  • Framework for Guiding Adaptation (Resilience, Transition, Transformation)

Module 2: Fundamentals of Disaster Risk Management (DRM)

  • Overview of Natural Disaster and the Science of Natural Disaster
  • Disaster Risk Management Framework
  • Special Lecture on GAR2013 and SREX
  • Disaster Risk Assessment

Module 3: CCA and DRM Interface and Synergy Points**

  • Overview of National-level Plans Relevant for Managing Risk (Synerby Points, Case Studies, Good Practices and Sharing)
  • Interface between CCA and DRM within National Plans and Policies
  • Identification of Hotspots (People-Planet-Profit)
  • Make Rich Pictures
  • Problem Tree or Theory of Change

Module 4: Assessing Resilience for Adaptation and Disaster Risk Management**

  • Mind-sets and Paradigms (Risk Perception)
  • Concept of Resilience and Adaptive Capacity

Module 5: Framing the Problem**

  • Managing Uncertainty and Complexity
  • Situational Analysis and Multi-Stakeholder Processes
  • Risk Management of Emerging Issues (Inclusion of Socially Vulnerable Groups)

Module 6: Framing the Possible Solutions**

  • Policy Processes Supporting CCA and DRM
  • Mainstreaming CCA and DRM Processes at National, Sub-National and Local Level
  • Negotiation Skills and Powergame
  • Adaptation Strategy Development + Develop Strategy for Case
  • Disaster and Climate Proof Strategy Analysis (Criteria, Cost-benefit Analysis, Prioritizingt of Plans)
  • Financing Adaptation Plans (Funding Mechanism, Funding Strategies, Insurance, Challenges)
  • Preparation for Making Your Pitch
  • Influencing Development Instruments for Adaptation and Disaster Risk Management

Module 7: Influencing Policy for Adaptation and Disaster Risk Management**

  • Risk Communication of Uncertainty
  • Making Your Pitch (Presentation on Action Plans/Project Concepts to Donors, Government and Other Stakeholders)
  • Recap from Making Your Pitch and Course, Challenges in Integrating DRM and CCA and Ways Forward
  • Personal Project Concept Development towards Sustainable Development (Work on Personal Action Plan/ Proposal/ Policy Brief/ Output)
  • Course Conclusion and Way Ahead (Future Planning 2016 and Beyond: MDGs, New Framework HFA and Challenges)
